VMSL 2025/2026 WINTER SEASON GENERAL RULES AND BYLAWS.

 

General Team Meeting for All Teams.

When: Wednesday August 27th. 

Time: 7:30 PM - 9:30 PM

Located in: Victoria Soccer Club Lounge

To All teams participating in this season, please read the enclosed information carefully and only register your team if you are in acceptance of all the VMSL rules and regulations presented to you for the up-coming Winter Season 2025/26. Please be advised that if you register your team no exceptions can and will be made for any reason whatsoever from the enclosed rules.

1. Website Access & Team Dashboard

Once your team is registered, you’ll receive an invite from Home Teams Online — you must accept it. This dashboard allows you to:

  • Manage your roster (activate/deactivate players for game sheets).
  • Assign jersey numbers.
  • Post team pictures.
  • Communicate with your players via email or text.
  • View your team’s page, scheduled games, scores, and player stats.

2. Team Registration Terms & Conditions

  • Acceptance of Rules: Registering means you accept all VMSL rules — no exceptions after registration.
  • VMSL Decision Rights: The league can accept or reject teams at its discretion, with or without notice or cause.
  • Deposit Requirement: Registration must be accompanied by a $1000 deposit.

3. Season Fees & Payment Schedule

  • Total Fees: $4200

Payment Deadlines:

  • $1000 deposit – at registration or by Sept 15, 2025.
  • $1000 second payment – due Oct 15, 2025 ($50 late fee applies if missed).
  • $1100 third payment – due Nov 15, 2025 ($50 late fee applies if missed).
  • $1100 final payment – due Dec 15, 2025 ($50 late fee applies if missed).

4-Late Penalties:

  • $50 late fee for each missed deadline.
  • $300 penalty if the full balance is not paid by the final deadline.
  • No exceptions to late fees.

5- Payment Methods

  • E-transfer: payment@vmsl.ca
  • Cheques: Payable to Victoria Master’s Soccer League.

6 – Late Fee Policy (All Teams)

Effective Immediately

  • We will begin charging a late payment fee for any missed invoice payments. Overdue balances will incur a late payment fee, which will be applied monthly until the full balance is paid.
  • If you are unable to make a payment due to circumstances beyond your control, contact us at 780-913-7717 to discuss alternative arrangements.

7-Consequences for Non-Payment

  • Any team that fails to pay their current VMSL Fees by the deadline may be expelled from the league.
  • All coaches, managers, and players of that team will be prohibited from participating in any league-scheduled games in any division until fees are paid in full.
  • No exceptions or appeals will be allowed.
  • Teams and players with unpaid balances will not be considered for future VMSL league participation.

8-Legal Action

  • The Victoria Masters Soccer League (VMSL) reserves the right to pursue legal action against team owners, coaches, managers, and players for non-payment of fees due to VMSL.

9-Additional Notes

  • The VMSL may impose other rules or penalties on teams that fail to meet their financial obligations.

10- Right to Refuse Team Entry

VMSL can refuse a team’s participation regardless of past involvement if the team or its members have a history of:

  • Late payment of team fees.
  • Multiple forfeited games.
  • Failure to properly and promptly complete game sheets.
  • Consistently being late to games.
  • Excessive team infractions in prior seasons.
  • Ignoring or misapplying VMSL rules.
  • Damaging facilities or league property.
  • Breaching VMSL by-laws.
  • Misconduct, misrepresentation, or behavior damaging to the league’s reputation or the sport of soccer.

Consequence: Such teams or members can be banned from participation and from being on Victoria Soccer Center grounds.

 

11-Season Start & End Dates

Major Division 35

  • Start: Monday, October 20
  • End: Sunday, March 30

Premier Division 35

  • Start: Tuesday, October 14
  • End: Monday, March 31

Major Division 45

  • Start: Thursday & Friday, October 16–17
  • End: Thursday, March 27

Major Division 55

  • Start: Thursday & Friday, October 16–17
  • End: Thursday, March 27

Field & Game Format Details (Major Division 45 & 55)

Fridays:

  • 3 games on 8v8
  • 3 games on 10v10

Thursdays:

  • 2 games on 8v8
  • 2 games on 10v10
  • Rotation: Every team will rotate weekly between formats and days.

  • Major Division 35 - 7:35 PM - 8:45 PM
  • Premier Division 35 - 9:55 PM (two games: 8v8 & 10v10, all teams rotate equally)

Tuesday

  • Premier Division 35 - 7:35 PM - 8:45 PM - 9:55 PM

Thursday

  • Major Division 45 - 8:05 PM - 9:15 PM (Two-game rotation: 8v8 & 10v10, equal rotation; no early or late Friday games)
  • Major Division 55 - 8:05 PM - 9:15 PM (Two-game rotation: 8v8 & 10v10, equal rotation; no early or late Friday games)

Friday

  • Major Division 45 - 7:05 PM - 8:15 PM - 9:25 PM

13-Season Overview Major 35 (Number of Teams: 8)

  • Start Date: Monday, October 20
  • End Date: Sunday, March 30
  • Game Times: 7:35 PM & 8:45 PM (2 games on 8v8 field each Monday) and (2 games on 10v10 field each Monday)
  • Fields Used: Both 8v8 and 10v10

Format:

  • 3 round robins in regular season
  • 21 total games per team (league championship decided by regular season standings)

Roster & Player Eligibility

  • Max Roster Size: 25 active players (per ASA rules)
  • Minimum Age:
    • Must be 34 years old as of the date of the game
    • Players turning 35 later in the season may play before their birthday
  • Dual Division Play: Allowed to play in both Major Division 35 and Premier Division 35
  • Cross-Division Play: Allowed only if in a different age group

Registration & ID Rules

  • Player Registration Deadline: Applies to roster lock
  • Under-Age Exceptions: Strictly controlled; league decision final
  • Proof of Age:
    • Acceptable ID: Driver’s license, passport, or government-issued photo ID with birthdate
    • Must match Player Registration form
    • May be checked randomly, after an opposition complaint, or at the league’s request

Penalties & Enforcement

  • Fake ID or Misrepresentation: Lifetime ban from VMSL
  • Illegal Players:
    • Games forfeited for any match they play in
    • Team may face fines, suspensions, or further sanctions
  • Disputing Eligibility:
    • Submit a Team and Player Appeal Form within 48 hours of incident
    • Player must produce ID within 48 hours of league’s request
    • Failure results in game default and possible further penalties

14-Season Overview Premier division 35 (Total Teams:16)

  • Start Date: Tuesday, October 14
  • End Date: Monday, March 31
  • Game Times:
    • Tuesdays: 7:35 PM, 8:45 PM, 9:55 PM
    • Mondays: 9:55 PM

Game Locations & Rotation

  • Tuesdays:
    • 3 games on the 8v8 field
    • 3 games on the 10v10 field
  • Mondays:
    • 1 game on the 8v8 field
    • 1 game on the 10v10 field
    • Teams rotate Monday games

Competition Format

  • Phase 1: Single round robin (15 games) — every team plays each other once.
  • Phase 2: Division split into 2 groups after round robin:
    • Group A (Top 8 teams): Round robin within the group (7 games)
    • Group B (Bottom 8 teams): Round robin within the group (7 games)

Player Eligibility & Roster Rules

  • Roster Size: Max 25 active players per team (per ASA rules).
  • Age Requirement: Must be 34 years old on the date of the game (eligible before 35th birthday).
  • Cross-Division Play: Players can play in both Major Division 35 and Premier Division 35.
  • Different Age Groups: Players can also play in another division in a different age group.

Proof of Age

  • Acceptable ID: Government-issued photo ID with birthdate (driver’s license, passport, etc.).
  • ID can be requested:
    • Randomly by league
    • By opposing team challenge
  • Failure to show ID before/during/after game → player cannot play; if they do, game is forfeited.

Dispute & Discipline Procedures

  • Fake ID or identity fraud: Permanent ban from VMSL in any division.
  • Team responsibility: Owners/managers/coaches must ensure all players meet eligibility.
  • Illegal Player Penalties:
    • Game forfeiture for all games played by ineligible player
    • Possible fines and suspensions
  • Age Dispute Process:
    • File a Team and Player Appeal Form within 48 hours of incident (excluding weekends/stat holidays)
    • Player must submit proof of age to VMSL within 48 hours of request
    • Failure → team defaults game + player suspension + possible extra penalties

15-Season Format & Schedule Major Division 45

  • Season Dates:
    • Start: October 16–17
    • End: March 27
  • Number of Teams: 10
  • Games per Team: 18 regular-season games (2 round robins).
  • Game Days & Format:
    • Fridays: 3 games on 8v8 field + 3 games on 10v10 field.
    • Thursdays: 2 games on 8v8 field + 2 games on 10v10 field.
    • Weekly rotation for Major Division 45 and 55 teams between field formats.
  • No schedule changes:
    • No requests for date/time changes or field-size switches will be accepted.
    • Conflicts with other divisions won’t result in rescheduling.

Player Eligibility

  • Age Requirements:
    • Must be 40+ to register and play.
    • Can register if turning 45 in the current year (even if currently 44).
    • Maximum 5 players under 45 (ages 40–44) allowed on the game sheet for any match.
  • Roster Composition:
    • Up to 8 players aged 40–44 on the roster.
    • A minimum of 40 years old as of the match date — no exceptions.
  • Identification:
    • Underage players must be marked with a star or symbol on the game sheet.
    • Teams with more than 5 under-45 players listed must cross off extras before kickoff.
    • Proof of age may be requested anytime; acceptable IDs include a driver’s license, passport, or other government-issued ID.
  • Multiple Division Play:
    • Players can participate in more than one division only if in a different age group.
    • Must be registered with only one other team per division.

Discipline & Penalties

  • Roster Violations:
    • More than 5 underage players on the game sheet = forfeit.
    • If the violating team wins, the match is awarded 3–0 to the opponent if protested.
    • If the violating team loses and no protest is filed, the result stands.
  • Fake IDs / False Info:
    • Lifetime ban for players using fake or borrowed ID to bypass age rules.
  • Appeals Process:
    • To dispute a player’s age eligibility:
      • File a Team and Player Appeal Form within 48 hours of the incident.
      • Player must provide valid photo ID within 48 hours of VMSL’s request.
      • Failure results in game default and possible suspension.

League Authority

  • VMSL may:
    • Terminate special conditions if abuse is detected.
    • Request proof of age at any time.
    • Impose forfeits, fines, and suspensions for rule breaches.
    • Finalize all schedules without exception.

16-Season Format & Schedule Major Division 55

  • Season Start: October 16–17
  • Season End: March 27
  • Teams: 10 teams in the division.
  • Games:
    • Thursdays: 2 games on 8v8 field + 2 games on 10v10 field
    • Fridays: 3 games on 8v8 field + 3 games on 10v10 field
    • All Major Division 45 & 55 teams rotate field formats weekly.
  • Total Games: Each team plays 18 games (two round robins) during the regular season.
  • Requests for schedule changes (dates, times, field sizes) will not be accepted.
  • No rescheduling if players have conflicts in other divisions; posted schedule is final.

Roster Rules

  • Max roster size: 25 active players.
  • Player registration deadline: End of the regular season.
  • Underage player allowance:
    • Up to 8 registered players between ages 50–54.
    • Only 5 players aged 50–54 may appear on the game sheet for any match.
    • Players turning 55 during the season are no longer counted as part of the under-55 limit after their birthday.
  • Minimum age: Must be 50 years old on the game day — no exceptions.
  • Multiple teams:
    • Players may play in more than one division only if the divisions are in different age groups.
    • Only one team per division allowed for a player.

Game Sheet & Player Verification

  • Underage players (50–54) must be marked with a star or symbol on the game sheet under “P.”
  • If more than 5 underage players appear on the game sheet:
    • The extras must be crossed off.
    • If more than 5 actually play, the game is automatically forfeited (no appeal).
  • If a team wins while using more than the allowed number of underage players and a protest is filed, the game will be recorded as a 3–0 forfeit to the opponent.
  • Proof of age may be requested randomly or on protest.
  • Acceptable proof: Driver’s license, passport, or government-issued photo ID with birthdate.
  • If proof is not provided when requested, the player cannot play. If they do, the game is forfeited.

Discipline & Appeals

  • Fake ID use: Permanent ban from VMSL.
  • Illegal players: League may retroactively forfeit games, issue fines, and suspend teams.
  • Protesting player eligibility:
    • Must submit a Team and Player Appeal Form within 48 hours to the Discipline Chair.
    • Player must provide proof of age within 48 hours of request or will be suspended.

17-Attention: Team Coaches, Managers, and Players

Please check the posted game schedules daily. VMSL may adjust field locations or game times without prior notification. These changes will only appear on the posted schedule — there will be no direct communication from VMSL.

Important Points:

  • Forfeited game time slots will be reassigned at VMSL’s discretion.
  • Games may be moved to fill vacant spots if needed.
  • It is your team’s responsibility to know when you are playing.
  • Games cannot be rescheduled.
  • No special requests for field or game time changes will be accepted.
  • VMSL may adjust schedules to ensure fairness and balance for all participants.

Reminder: Always rely on the posted schedule as the official source.

18-Field Change Requests Policy – VMSL

Field Size Changes

  • Requests to switch from the small 8v8 field to the larger 10v10 field will not be accepted.

  • The VMSL alone will determine if any field size changes are necessary.

League Authority

  • VMSL reserves the right to make any changes to schedules and field assignments without team approval.

  • Such changes may be made if they are in the best interest of the league—for example, to avoid team forfeits.

Rescheduling Policy

  • Games cannot be rescheduled for any reason.

  • No exceptions or appeals will be allowed.

19-Scheduling Rules

  • No date/time requests: Teams cannot request specific dates or times for matches.
  • No field-change requests: Switching from a large field to a small field is not permitted.
  • No exceptions: All teams are scheduled equally within divisions; the posted schedule is final.
  • Conflict with players in other divisions: If games for different divisions overlap for certain players, no rescheduling will be done.

VMSL Game Sheet Quick Reference Checklist

✅ Fill out the game sheet completely before kickoff — no additions after game start.

✅ Ensure all players and officials listed are duly registered with VMSL.

✅ Cross off (at halftime) any players who have not arrived.

✅ Provide the game sheet to the referee before kickoff (within 10 min grace period).

✅ Use league-printed sheets for the correct game date — no handwritten player names or altered dates.

✅ If a player’s name is missing from the sheet, they cannot play.

✅ Keep a maximum of 25 active players on the sheet; deactivate extras before printing.

✅ Activate players before game day — do not handwrite them in.

✅ Verify players meet the age requirement for your division (35/45/55).

✅ Do not exceed the allowed number of underage players — violation may result in 3-0 forfeit.

✅ Jersey numbers may be handwritten.

✅ Ensure match starts on schedule — referee starts the clock whether ready or not.

✅ Team official or designated player must sign the game sheet to confirm accuracy.

✅ Any ineligible player listed or playing = automatic game default.

✅ Avoid old sheets with modified dates or names — print fresh for each game.

✅ Failure to comply may result in game forfeiture and/or a $50 fine.

 

18-Non-Scheduling Dates

No games will be scheduled on the following dates:

  • October 13 – Thanksgiving (Monday)
  • November 11 – Remembrance Day (Tuesday)
  • December 20–31 – Holiday Break
  • January 1–4 – New Year Break
  • February 16 – (Specific reason not listed, likely a holiday or event)

19-Scheduling and Rescheduling Game Rules

  • No Exceptions:
    • No requests will be accepted to avoid specific dates/times.
    • No requests to switch from large field to small field will be accepted.
    • This applies regardless of the reason.
  • Fair Scheduling:
    • VMSL will try to balance game dates and times equally between all teams and divisions.
  • Overlapping Player Commitments:
    • If a player is in multiple divisions and games overlap in day/time, no changes will be made.
    • The posted schedule on the website is final.
  • Rescheduling Games
    • No rescheduling for any reason (tournaments, holidays, cultural events, etc.).
    • If a player is on multiple teams in different divisions and the games occur at the same time:
      • No changes will be made to dates or times.
    • Whatever is posted on the official schedule (website) is final.
  • Bye requests & Game Rescheduling Policy

1. General Rules

  • Teams can not request to play at specific times or on specific dates.
  • Schedules in all divisions are created so that teams play at different fields and times, equally rotated for fairness.
  • No special requests will be accepted — past exceptions have caused confusion and wasted time.

2. Bye Requests. Only allowed if a division has an odd number of teams.

  • In this case, 1–2 teams per week will get a bye.

Not allowed if a division has an even number of teams.

  • All teams will play every round with no byes.

No exceptions — allowing byes in an even-numbered division would disrupt schedules.

 

3. Appeals

  • This policy is non-negotiable.
  • No exceptions and no appeals will be considered.

20-Game Sheet Preparation

  • Must be completely filled out before game start.
  • Only registered players and officials (with VMSL) can be listed.
  • No additions after game start; at half-time, you may cross off players who haven’t arrived.
  • No changes after the match ends.

21-Submission to Referee

  • Provide before kickoff — not at halftime.
  • 10-minute grace period to provide a proper game sheet; otherwise:
    • Game is an automatic default (played only as an exhibition, regardless of score).
    • Referee cannot override this rule.

22-Format & Printing Rules

  • League-printed sheets only — must be for the same day as the match.
  • No handwritten player names or altered dates allowed.
  • If a name is missing from the sheet, that player cannot play.
  • Home/Away layout: Top left = Away team, team below = Home team.

22-Player Eligibility & Age Rules

  • Officials must self-police roster for correct age group (O35, O45, O55).
  • Underage allowances must follow VMSL regulations.
  • Playing an ineligible player:
    • Could result in game forfeits for each match they appeared in.
    • May also lead to fines, suspensions, or further penalties.

23-Penalties for Altered or Inaccurate Sheets

  • Handwriting names = automatic game default.
  • Old sheets with modified dates/names not allowed.
  • Teams are fully liable for decisions — no appeals allowed.
  • Referees have no power to approve exceptions.

24-Roster Limits & Activation

  • Max 25 players active on game sheet — deactivate extras if needed.
  • Players must be activated before game day to be eligible.
  • Handwriting an inactive player onto the sheet = automatic default.

25-Game Timing

  • Matches must start exactly as scheduled.
  • Referee will start the clock whether teams are ready or not.

26-Underage Player Infractions

  • If winning team used too many underage players → 3-0 forfeit.
  • If losing team is at fault → score stands.
  • Referee cannot override rule; no appeal allowed.

27-Jersey Numbers

  • May be handwritten on the sheet.

28-Sign-off Responsibility

  • Team official/player entering info must verify accuracy and sign the sheet.
  • Signing confirms the roster is true and correct.

29-Forfeit Conditions

A team will forfeit if:

  • Ineligible player is listed or plays.
  • Handwritten names appear (except jersey numbers).
  • More than allowed underage players are used.
  • Game sheet is not properly submitted within 10 minutes.
  • The sheet is incomplete or violates the printing/date rules.

30-Fines

  • Improperly completed game sheets may result in a $50 fine.

31-Regular Season Tiebreaker rules (35/45/55 Divisions) Order of Tiebreakers:

  1. Points Difference (PD)
  2. Head-to-Head Results
  3. Goals Difference (GD)

Detailed Procedure:

  • If two teams are tied on points at the end of the season:
    • The winner of the games between those two teams will earn the higher position.
    • If both teams have identical win–loss records against each other, Goals Difference (GD) will be used as the next tiebreaker.

32-Trophies and Awards Policy – VMSL

League Champion Cup and Medals

  • A League Champion Cup and medals will be awarded for each division.

  • 1st place league champions will receive both the trophy and medals.

Individual Awards

  • Any individual awards made to players or other members by VMSL shall remain the personal property of the recipient.

Notification and Presentation

  • All winners will be notified by e-mail regarding the date, time, and location for trophy, medal, and photo presentations.

  • Presentations will take place once:

    1. The trophies and medals have been produced by the supplier.

    2. The team’s fees are paid in full.

Payment Requirement

  • Teams that have outstanding fees will not receive any trophies, medals, or official recognition until all fees are fully paid.

  • If fees remain unpaid, VMSL reserves the right to award the League Champion title to the runner-up team.

33-Team and Player Responsibilities

1.Roster Compliance:

Team owners, managers, and coaches must ensure all registered players meet the minimum age for their division (35+, 45+, or 55+). Teams must also comply with the underage player allowance rules set by the VMSL.

  • Enforcement & Penalties:
    • If an ineligible player is found to have played, the league may apply penalties for every game that player participated in.
    • Possible penalties include:
      • Game forfeiture
      • Fines ($200, $400, $600)
      • Suspension from the league

2. Player Responsibilities

  • Photo ID Requirements:
    • All players must carry their recognized VMSL photo ID card to prove age when requested.
    • ID must be current, show the player’s name and birthdate in English.
  • ID Presentation Rules:
    • Players must present their ID when requested by referees or VMSL representatives:
      • Before the game starts
      • Before the second half if arriving late
      • After the game if requested
  • Accurate Registration Information:
    • Players are responsible for ensuring their registration details match their valid photo ID.
    • Proof of age can include: birth certificates, passports, or other VMSL-approved documents (must meet the English name/date requirement).
    • Burden of proof lies with the player.

3. Eligibility Rules

  • A player is not registered unless their registration form is in the VMSL’s possession before participating in any game.
  • If a player cannot provide valid ID when requested, they cannot play.
    • Playing without ID will result in a game forfeit.

4. Major Infractions & Bans

  • Fake ID or Identity Misuse:
    • Using a fake ID or another person’s identity to play in an age group you don’t qualify for results in a lifetime ban from all VMSL divisions.
  • Suspended Player Violations:
    • If a team allows a suspended player to play under a different name or number, both team and player face penalties:
      • Game forfeiture for each game involved
      • Fines ($200, $400, $600)
      • Potential suspension from the league
  • Reinstatement After Suspension:
    • Players suspended for major infractions must complete the "Request to Return to VMSL" form.

34-Players Proof of Age. Required Identification

  • Players may be required to show photo ID (driver’s license, passport, or other government-issued ID with photo and birthdate).
  • Proof may be requested before, during, or after a game by:
    • Referee
    • Team official
    • VMSL representative
  • The burden of proof rests with the player.
  • Age on ID must match the Player Registration form.

2. Failure to Provide ID

  • If a player cannot produce valid photo ID when requested, they:
    • Cannot play that game.
    • If they play without providing ID → Game is forfeited.

3. Disputing Another Player’s Age

  • If a team questions an opponent’s age eligibility:
    1. Submit a Team and Player Appeal Form on the VMSL website within 48 hours of the incident.
    2. Must be received by the Discipline Chair within 2 business days (excluding weekends & holidays).
    3. The player in question must provide photo ID with birthdate to VMSL within 48 hours of the league’s request.
    4. Failure to comply:
      • Game default
      • Player suspension
      • Possible additional team penalties

4. League Rights

  • VMSL can request proof of age:
    • Randomly
    • When the opposing team questions a player’s age

5. Fake ID Consequences

  • Using fake ID or someone else’s identity for any reason (e.g., to qualify for a younger division) results in:
    • Permanent ban from playing in any VMSL division

6. Team Responsibilities

  • Team owners, managers, and coaches must ensure:
    • All players meet age eligibility (Over 35/45/55+ divisions)
    • Any underage provisions allowed are within VMSL rules
  • If an ineligible player is found to have played:
    • All games with that player may be forfeited
    • Team may face fines or suspension

35-Matching Uniforms.

Game Sheet Requirements

  • Must include:
    • Names of team officials present.
    • Names and jersey numbers of all players participating.

Uniform Standards

  • Both teams must have:
    • A complete set of uniforms.
    • Same colours and patterns for the whole team.
  • Before game start, players must wear:
    • Proper shoes.
    • Socks.
    • Shin pads.
  • Home team is responsible for changing uniforms if there is a conflict or may default the game as per referee’s discretion.

Jersey & Number Rules

  • Pinnies are allowed if numbers are clearly visible to the referee.
  • Jerseys must be consistent for all players.
  • Shorts and socks should match as closely as possible.
  • In exceptional situations:
    • Numbers may be taped on.
    • If the tape comes off, the player must immediately leave to repair.
  • All jerseys must match—no mixing styles or colours.
  • Jersey numbers cannot be transferred to another player during the game.

36-Abandoning Games and Game Forfeit/Default.

1.Game Forfeit / Default Rules

  • Failure to show up without 24+ hours notice → Counts as a forfeit/default + fines apply.
  • Same-Day Defaults (no advance notice):
    1. 1st offense → $100 fine (cheque or e-transfer to VMSL) before next game.
    2. 2nd offense → $200 fine before next game.
    3. 3rd offense → $300 fine.
    4. 4th offense onwards → Team removed from the league (no refund). Opponent may use the field for practice.
  • Multiple forfeits in a season → Possible fines, late-night game scheduling, and/or league ban.
  • Cancellations must be submitted via the official Game Default/Cancellation Form.

2. Terminated & Abandoned Games

Two mechanisms exist for stopping a game:

  1. Termination by Referee
  2. Abandonment by Coach

Termination by Referee

  • Referee decides if conditions (field, surroundings, player conduct, interference) allow the game to proceed.
  • Can start, stop, suspend, or terminate matches for safety or rules violations.
  • Must submit a report within 72 hours detailing reasons.

Abandonment by Coach

  • A coach may stop participation if there is:
    • Risk of serious injury
    • Unsafe conditions
    • Outside interference
  • Procedure:
    1. Call players to sideline near bench.
    2. Captain/player informs referee of abandonment.
    3. Communicate respectfully (Zero Tolerance Policy).
    4. Referee signals match end.
  • Reporting:
    • Both coaches must file same day written reports.
    • Abandoning coach must explain reason.
  • VMSL decides if fines apply.

3. Final Game Resolution (League Decision)

Outcome is NOT decided by coaches or referees.
VMSL League Director + Officials/Discipline Chair may:

  1. Accept score at time of termination/abandonment as final (e.g., due to serious injury).
  2. Award single or double forfeit if conduct is egregious.
  3. Apply consistent rulings for similar situations across the league.
  4. Accept result if both coaches agree.
  5. Decide not to replay even if a match was abandoned.

37-Game Sheet & Players.

1. Game Sheet Preparation

  • Must be fully completed before the start of the game.
  • All players and team officials must be recorded, and they must be duly registered with VMSL.
  • No additions after the game starts.
  • At half-time, officials may cross off players who haven’t arrived.
  • Game sheets must be given to the referee before the game starts — not at halftime.
  • 10-minute grace period to provide the proper game sheet. Failure means an automatic default; the match becomes an exhibition only.

2. Format and Validity

  • Both teams must provide league-printed game sheets on game day.
  • No handwritten player names or altered dates allowed — results in automatic game default.
  • If a player’s name is not pre-printed, they cannot play.
  • Old sheets with changed dates or names are not allowed.

3. Player Eligibility

  • Teams are responsible for ensuring:
    • All players meet the age requirements (35+, 45+, 55+) for their division.
    • Any underage allowances follow VMSL rules.
  • Playing an ineligible player can result in:
    • Game forfeiture for each match they participated in.
    • Additional penalties such as fines and suspensions.

4. Underage Player Rule

  • If a team plays too many underage players and wins, the match is recorded as a 3–0 forfeit to the opponent.
  • If the at-fault team loses, the actual score stands.

5. Jersey Numbers

  • Only jersey numbers may be handwritten on the game sheet.

6. Roster Size & Activation

  • If the sheet prints blank, it’s because there are more than 25 active players — deactivate extras.
  • Players not activated for that game cannot play unless activated before game day.

7. Signatures and Verification

  • The person filling in the sheet (official or designated player) must verify all details and sign it.
  • Signing confirms all names are correct and players are eligible.

8. Forfeits and Fines

  • Handwriting player names on the sheet results in automatic default, no appeals allowed.
  • Failure to complete the sheet correctly may result in a $50 fine.
  • The referee cannot override or approve exceptions.

38-No Handwritten Player Names on Game Sheets

  • Mandatory Printed Player Names
    All players’ names must be pre-printed on the official game sheet.

    • Teams cannot handwrite a player’s name onto the game sheet.

    • If a player whose name is not printed on the game sheet plays in the game, the team will automatically default the game—regardless of the final score.

  • No Referee Overrides
    This is a VMSL rule. Referees have no authority to approve exceptions or change this rule before the game starts.

  • Team Responsibility
    Teams are fully responsible for ensuring their game sheets are accurate before play begins.

    • Any altered or inaccurate game sheet will result in an automatic default.

    • No appeals will be accepted.

  • No Exceptions
    These rules apply to all teams in the league without exception.

  • Allowed Handwriting
    The only permitted handwritten changes are player jersey numbers.

VMSL Game Sheet Procedures – Amendment

Ref: Fines may be issued for incomplete game sheets
Effective Immediately – Very Important

Reason for Amendment

Due to the increasing number of teams failing to properly complete game sheets, referees and the league are having difficulty recording player stats (infractions, goals, etc.) and posting results. To address this, the VMSL is introducing stricter enforcement and fines to ensure compliance.

New Rule – Accountability & Fines

  • Fine Amounts:
    • $50.00 fine for any incomplete, illegible, or unsigned game sheet.
    • Fine must be paid before the next game.
    • Repeat offenses: Fine increases by $50.00 for each subsequent infraction.
  • Ultimate Responsibility:
    Each team is responsible for ensuring game sheets are accurate and complete before the game starts.

Game Sheet Requirements – Each Worth a $50 Fine if Missing

  1. Coach/Manager Information
    • Printed name(s) of coach and/or manager at the top.
    • Maximum 3 team officials listed.
    • Anyone not listed will be removed from the players’ area and may face suspension and team fines.
  2. Correct Player Count
    • The correct number of participating players must be indicated.
  3. Non-Participating Players
    • Names of players not participating must be crossed out.
    • If not crossed out, they will be considered as having played.
  4. Jersey Numbers
    • Every player listed must have a unique jersey number.
    • No number = player ineligible unless crossed out.
    • If two players have the same number, one must change it or not play.
  5. Technical Area Rule
    • Only players and listed officials may be in the technical area.
    • No children, suspended players, or injured players not playing.
    • Violations can result in suspensions and team fines.

Consequences for Non-Compliance

  • Any missing requirement will be considered an incomplete game sheet.
  • Possible penalties include:
    • $50+ fines
    • Suspensions
    • Game forfeiture

39-Number of Players Required to Start a Game

8v8 Format

  • Standard: 7 outfield players + 1 goalkeeper

  • Minimum to start: 6 players total (including goalkeeper)

  • Grace period: 10 minutes from scheduled start time.

  • If minimum not met after grace period → game defaulted.

10v10 Format

  • Standard: 9 outfield players + 1 goalkeeper

  • Minimum to start: 8 players total (including goalkeeper)

  • Grace period: 10 minutes from scheduled start time.

  • If minimum not met after grace period → game defaulted.

40-Starting Game on Time

  • All games start exactly at the scheduled time listed on the website.

  • Referee will start the clock at the scheduled time, regardless of whether teams are ready.

41-Late Arriving Players

  • A late player can still participate if:

    • Their name is listed on the game sheet.

    • They have an assigned jersey number.

  • Even if they arrive after the start of the second half, they may still play if the above conditions are met.

42-Team Roster

  • Max active players on roster: 25.

    • If your game sheet prints a blank page, it means you have more than 25 active players.

    • You must deactivate extra players to reduce the active roster to 25.

  • Max players per game: 20 (combined bench + field).

43-Substitutions

  • Substitutions allowed during play (no stoppage required), subject to:

    1. Exiting player must leave the field completely before replacement enters.

    2. Entry only via the substitution zone.

  • Injury exception: Referee may relax substitution rules to allow removal of injured players.

  • Infractions: Illegal entry/exit may result in a yellow card for the offending player.

44-VMSL Conditions for Players to Play in More Than One Division:

1. Eligibility Across Divisions

  • Players can play in more than one division at the same time, but only if it is in a different age group.

  • Example: A player in Major Division 35 cannot also play in Premier Division 35. They must choose one.

  • The player must meet registration age requirements for each division.

2. Registration Limits

  • A player can be registered with only one other team per division.

  • All registrations must follow ASA rules.

3. Good Standing Requirement

  • The player must be in good standing during the season to participate in multiple divisions.

4. Discipline and Suspensions

  • Minor card infractions (e.g., yellow cards) do not carry over between divisions, but suspensions must be served in the division where the card was issued.

  • Serious offenses (e.g., violent conduct, referee abuse, serious foul play) that lead to a minimum of 3 games suspension by ASA or VMSL:

    • Disqualify the player from participating in more than one team until the suspension is complete.

  • At the start of a new season, any player who was suspended under these serious offense rules must:

    • Request VMSL approval to play in multiple divisions again.

    • Approval will depend on the player's past performance and disciplinary record.

5. VMSL Rights and Changes

  • VMSL reserves the right to:

    • Change or add to these conditions at any time.

    • Make decisions for the best interest, safety, and stability of the league without requiring player consent.

6. Team Manager Responsibilities

  • Team managers must:

    • Keep ASA registration rosters current.

    • Submit updated rosters to VMSL.

45-VMSL Player Transfer and Player Blocking Rules.

1. Transfer Form & Submission

  • Players must complete a VMSL Player Transfer Form before game day.

  • The form requires signatures from:

    • Current coach

    • New coach

    • Player

  • Email confirmation from the team granting the transfer must be sent to VMSL.

2. Transfer Deadlines & Restrictions

  • Transfers allowed up to the last day of the current regular season in the division.

  • No transfers between Group A and Group B in the same division after playoff groups are formed.

  • No transfers between Major 35 and Premier 35 during the season, and no switching back until season end.

  • Players leaving a team cannot return to that team for the remainder of the season or the upcoming season.

3. Player Eligibility & Outstanding Obligations

  • Players with unpaid team fees or unreturned uniforms cannot play for the new team until resolved.

  • Previous team must clarify obligations before transfer is finalized.

  • Teams may block a transfer if:

    • Debt exists from current or past seasons

    • Player has not returned team property

  • Proof of debt must be provided within 24 hours of request (past emails or texts).

4. Blocking a Player Transfer

  • Teams must submit a "Team Requesting a Player to be Blocked" form to VMSL.

  • No verbal or personal requests will be accepted.

  • Once VMSL sends the verification request, the previous team has 24 hours to respond—otherwise, transfer proceeds.

5. Additional Rules

  • No transfer fees within a season.

  • If a team withdraws from the league, it loses any right to block its players from joining other teams.

  • Players who bypass proper procedure may face a $100 bond before being eligible to play.

  • Once a transfer is approved, the player can play for the new team immediately.

46-eam Responsibilities. Each team playing in the VMSL is responsible for:

Team Responsibilities – VMSL

1. Accountability for Conduct

  • Teams are fully responsible for the actions and behavior of their officials, players, and spectators.

  • Reasonable steps must be taken to prevent threats or assaults toward anyone at the game.

2. Eligibility and Participation

  • Teams must know and maintain accurate records of all team officials’ and players’ eligibility status.

  • Ineligible individuals (including suspended players or family members) must not:

    • Enter the playing field

    • Be in the technical area

    • Participate in any game

3. Identification

  • Upon request, teams must ensure that each official and player presents:

    • A valid recognized ID card or

    • Another accepted form of identification

  • This must be done before participation in any game.

4. Sportsmanship and Discipline

  • All team members and spectators must conduct themselves in a sporting manner.

  • Use of insulting, abusive, or improper behavior will lead to disciplinary action and may bring the game into disrepute.

5. Roster Restrictions

  • No individual may appear on the roster for two teams competing in the same division.

6. Game Administration

  • Game sheets must be given to the referee before the match begins.

  • All players listed must have an assigned player number.

  • Teams must be ready to play on time as per the official schedule posted online.

7. Post-Game Procedures

  • Teams must leave the field area immediately after their game.

  • Do not change at the players’ bench—use the dressing rooms instead.

47-Referee Guidelines – VMSL

1. Assignment & Eligibility

  • Normally, one referee per game.

  • Any referee who plays in the VMSL or has a team in the VMSL cannot officiate any game involving players from their own team roster.

2. Pre-Game Responsibilities

  • Both teams must provide the referee with printed game sheets.

    • No handwritten names or altered game sheets will be accepted.

    • A 10-minute grace period is allowed to present the proper game sheet; otherwise:

      • Automatic game default.

      • Game may still be played, but only as an exhibition (score does not count).

  • Referee must ensure the scoreboard and game clock are in use and updated in real time.

3. During the Game

  • Mark all infractions on the game sheet.

  • Use the scoreboard and clock for real-time updates so both teams are aware of the time and score.

4. Post-Game Responsibilities

  • Sign the game sheet.

  • Record:

    • Goals scored

    • Any required remarks

  • Submit Referee Report to info@vmsl.ca within 42 hours.

5. Misconduct Reporting

  • Within 48 hours of the game:

    • Submit an ASA Misconduct Report for each dismissal.

    • Report must include:

      • Game sheets

      • Dismissed individual’s name

      • Jersey number

    • For dismissals due to actions against a referee:

      • Submit report to ASA.

      • Provide the League with a copy of all documentation sent to ASA.

6. Payment Conditions

  • If referee fails to follow the above duties, VMSL may withhold referee fees for that game.

48-VMSL Referee Abuse & Conduct Policy

Purpose

This policy ensures that verbal abuse or negative criticism of referees is treated as seriously as similar behavior toward players. It sets standard sanctions for dissent, intimidation, or physical contact toward referees by players or managers.

 

Key Disciplinary Guidelines

Red Card Offenses

Immediate dismissal for:

  • Offensive, insulting, or abusive language or gestures

  • Confrontational physical contact with a referee

Yellow Card Offenses

Caution for:

  • Disrespect, aggression, or confrontation (including running toward a referee to contest a decision)

  • Non-aggressive physical contact with a referee

  • Surrounding a referee to challenge a decision

Manager & Technical Staff Conduct

The technical area code of conduct will be strictly enforced. Misconduct by managers or their staff will result in disciplinary action.

 

Acknowledgment of Human Error

This policy does not imply referees are always correct.

  • Referees, like players, make mistakes—especially in higher-level matches.

  • They require positive support from coaches, players, and spectators to develop in the VMSL.

Zero Tolerance for Abuse

  • Abuse or criticism of referees—verbal or otherwise—is never acceptable.

  • Concerns about officiating quality must be addressed through proper channels.

Reporting Concerns

  • Use the Referee Evaluation Form to submit concerns confidentially to the VMSL discipline directors.

  • This ensures issues are handled professionally and constructively.

League Suspension Reciprocity

  • Serious suspensions in VMSL will extend to EDSA and ASA leagues.

  • Likewise, suspensions from EDSA or ASA will be enforced in VMSL (with official written confirmation).

  • Referee reports will be shared with the respective associations.

1. Growing Challenges for Referees

  • Trend: Offences against match officials remain at historically high levels.
  • Sources of Offences: Players, team officials, and spectators.
  • ASA Response: Stricter sanctions, including monetary fines, suspensions, and bonds.

2. Sanctions & Penalties

  • Fines: Range from $250 to $2,000 for offences.
  • Conditions for Return: All fines must be paid and suspensions served before participation resumes.
  • Bonds: Held against both teams and individuals.
  • Lifetime Bans: Applied to repeat offenders.

3. Severe Incidents & Law Enforcement

  • Police Involvement: If a referee is physically assaulted or threatened, the police or RCMP will be called.
  • Referee Action: Will file both a police report and a facility report at the incident location.

4. Responsibility for Offences

  • If the offender from the technical area cannot be identified, or if the team refuses to identify them:
    • The senior team coach present will receive the sanction.

5. Disciplinary Authority & Process

  • Before Match Start: If a sending-off offence occurs before the match, the referee can bar the person from participating.
  • Cautionable & Sending-Off Offences: Apply whether committed on or off the field.
  • Cards:
    • Yellow Card: Caution.
    • Red Card: Sending off.
    • Only shown to players, substitutes, substituted players, or team officials.

6. Interaction with Referees

  • Minimum Distance: Must remain at least 2 meters from referees during the game.
  • Breach of Distance: Can result in:
    • Warnings
    • Blue cards
    • Yellow or red cards
    • ASA disciplinary action

49-Slide Tackle Rules.

Core Rule

  • No slide tackles allowed when an opponent is in the vicinity.

  • Applies to all players, including goalkeepers (except when they slide to save the ball with their hands).

Offence Classification & Penalties

  • Deliberate slide tackle: Yellow or red card (severity determined by the referee).

  • With contact: Direct free kick (or penalty if inside penalty area).

  • Without contact but dangerous: Indirect free kick (moved to edge of goal area if inside it).

Definition of a Slide Tackle

  • Involves sliding + contact with an opponent while challenging for the ball.

Referee Considerations

  • Player’s sliding motion.

  • Proximity of players.

  • Control over the challenge.

  • Contact made.

50-Goalkeeper Safety.

Special Privileges in Penalty Area (44x18)

  • Can use hands to play the ball.

  • Six seconds allowed to release the ball after a save.

  • Opponents cannot touch or attempt to kick the ball when the keeper has control (even one finger on the ball counts as control).

Protection from Unfair Play

  • Referees must watch for unfair charges, contact, or interference.

  • Even a “50-50 ball” is not a license to recklessly challenge the keeper.

Enforcement & Discipline

  • Any illegal or unsafe challenge:

    • Verbal warning.

    • Yellow card (caution).

    • Red card (ejection) if severe.

  • Fouls around the keeper are called tighter for safety reasons.

Coaches & Players’ Responsibility

  • Teach safe challenges.

  • Back off if there’s a risk to injure the goalkeeper.

Referee Role

  • Severe penalties possible, including goal kicks and red cards.

51-League Discipline Referee Misconduct Report.

  • Additional Information Requests

    • Must be provided within 48 hours if requested by the manager.

    • Witness statements must be signed by the witness (no hearsay accepted).

  • Penalties & Appeals

    • Penalties may be increased or decreased after review.

    • Appeals require:

      • $250 fee paid upfront or the appeal will be disregarded.

      • Appeal form completed on the website (email is not acceptable).

      • Panel will aim to use managers from other divisions (not the same division).

    • Headbutting/Spitting or Attempt to Spit – likely permanent ban from playing in the VMSL.

    • Abuse/Assault of Referee – misconduct report automatically sent to the Alberta Soccer Association (ASA) without exception.

52-Discipline & Legal Matters.

  • Organization & Procedure

    • All replies to discipline notices must be in writing only.

    • Discipline Committee oversees cases and penalties.

    • Scope includes determining number of game suspensions.

  • Reporting to ASA

    • After each game, the referee must sign the game sheet, record goals, and note any required remarks.

    • Within 48 hours of the game:

      • Submit an ASA Misconduct Report for each dismissal.

      • Include game sheets, dismissed individual’s name, and jersey number.

      • If dismissal was for action against a referee, submit report directly to ASA.

    • Ensure safety, security, and monitoring of games and facility areas.

    • Allow highlight reel creation.

Camera Installation & Coverage

  • Quantity: 16 new 8K video surveillance cameras.

  • Locations: Both soccer fields and hallway areas.

  • Scope: Covers all VMSL games and other activities in specific monitored zones.

  • Capabilities:

    • Live monitoring.

1. Grounds for Expulsion

A member (team, coach, manager, player, or official) can be expelled from the VMSL if:

  • They materially breach league rules or regulations.

  • They engage in wrongful conduct that negatively and significantly affects the league.

  • They willfully and repeatedly commit serious rule violations to the point that it’s no longer practical for the league to continue working with them.

2. Authority to Bar Participation

The VMSL has the right to bar (temporarily or permanently) any team, player, or official from scheduled games if, in the league’s judgment, they have:

  • Violated laws of the game.

  • Broken league rules, regulations, by-laws, or constitution.

  • Engaged in misconduct that brings the game or the league into disrepute.

3. Definition of Misconduct

Misconduct includes:

  • On-field or off-field behavior that is subject to a complaint from a board member, participant, or even a spectator.

  • Actions or conduct detrimental to the league or damaging to soccer’s reputation.

  • Any “sufficient cause” that, in the league’s opinion, warrants action in the interests of the association.

4. No Prior Notice Requirement

The policy allows the league to expel or bar a member without prior notice if the conduct is serious enough.

 

56-Be Kind to Your Teammates.

Teams in the VMSL are made up of players who are educated, respectful, and united in a common goal. While some may be more talented or skillful than others, when you step onto the field, you play as one team—whether you win or lose.

It’s natural during a game to get frustrated over a missed pass or a missed scoring opportunity. Occasional shouting or disagreements on the field can happen in the heat of the moment. However, constant criticism or the use of vulgar language towards your teammates is never acceptable. Such behavior creates tension, damages team spirit, and can hurt performance in future games.

 

Resolve Issues the Right Way

  • If you have concerns or frustrations, address them calmly after the game in the dressing room. Communicate respectfully, as educated teammates who share a common purpose. This approach strengthens trust and helps the team improve together.
  • We understand that emotions can run high—especially if you feel you are having a bad game. In those moments, words may be said that aren’t truly meant. After the emotions settle, apologizing and accepting apologies shows maturity and respect. Kindness on the field doesn’t just change relationships—it can change game outcomes.

Play for Each Other

  • You don’t have to agree on everything to be kind. Find ways to lift your teammates up. Remember, your teammates are your colleagues on the field, and every member is equally important. Support their decisions, even when you disagree, and work together to enjoy the game more.
  • Don’t blame each other for mistakes during or after the game. Instead, show determination to improve together for the next match. A united, supportive team will always play better—and enjoy the game more—than one divided by negativity.
