10-Bye requests & Game Rescheduling Policy

VMSL has zero tolerance for teams that disrupt league operations. To ensure greater stability with our scheduled games, VMSL will be closely monitoring teams that:
Teams that fall into these categories may have their games scheduled on the 8v8 small field instead of the regular 10v10 large field format. Continued non-compliance may also result in the termination of future participation in the league.
Compliance is not optional. Teams are expected to respect their commitments to maintain the integrity of the league.
We appreciate everyone’s cooperation in keeping the competition strong and enjoyable for all players in helping us maintain fairness and consistency for all teams.
12-Field Change Requests Policy – VMSL
Field Size Changes
Requests to switch from the small 8v8 field to the larger 10v10 field will not be accepted.
The VMSL alone will determine if any field size changes are necessary.
League Authority
VMSL reserves the right to make any changes to schedules and field assignments without team approval.
Such changes may be made if they are in the best interest of the league—for example, to avoid team forfeits.

14-๐ Trophies and Awards Policy
A League Champion Cup and medals will be awarded for each division.
1st Place League Champions will receive both the trophy and medals.
Top Footballer in each division will receive a trophy.
Top Goalkeeper in each division will receive a trophy.
Any individual awards presented to players or other members by VMSL remain the personal property of the recipient.
All winners will be notified by email regarding the date, time, and location for trophy, medal, and photo presentations.
Presentations will only take place once:
The trophies and medals have been produced by the supplier.
The team’s fees are fully paid.
Teams with outstanding fees will not receive trophies, medals, or official recognition until all fees are paid in full.
If fees remain unpaid, VMSL reserves the right to award the League Champion title to the runner-up team.
15-Turf Shoes Only.
Due to the safety of all our members, only turf or indoor multi surface shoes are allowed to be used when playing in all VMSL and nation cup games, cleated and outdoor shoes are not permitted in the field of play. The referee will give a warning and may not allow the player to continue playing until proper shoes are provided.

Round 1 (Play-in Game):

32-Game Start Policy
Start time is exact. All games begin at the time listed on the schedule.
Clock starts on schedule. The referee will start the game clock at the scheduled time whether or not teams are ready.
33-Late Arriving Players.
A late player can still participate if:
Their name is listed on the game sheet.
They have an assigned jersey number.
Even if they arrive after the start of the second half, they may still play if the above conditions are met.
34-Team Roster.
Max active players on roster: 25.
If your game sheet prints a blank page, it means you have more than 25 active players.
You must deactivate extra players to reduce the active roster to 25.
Max players per game: 20 (combined bench + field).
35-Substitutions
Player substitutions are permitted during a match.
Substitutions may occur during active play, without a stoppage, subject to the following rules:
The exiting player must fully leave the field of play before a substitute may enter. A player is considered to have left the field once they are completely outside the boundary lines and no longer interfering with play.
The substitute may only enter the field of play from the designated substitution zone.
In the event of an injury, the referee may relax substitution rules to allow the injured player’s removal.
Any breach of substitution rules will result in a yellow card, issued either to the player leaving improperly or to the player entering illegally.

Teams must know and maintain accurate records of all team officials’ and players’ eligibility status.
Ineligible individuals (including suspended players or family members) must not:

All players listed must have an assigned player number.
Teams must be ready to play on time as per the official schedule posted online.
G.Post-Game Procedures
Teams must leave the field area immediately after their game.
Do not change at the players’ bench—use the dressing rooms instead.
Minor card infractions (e.g., yellow cards) do not carry over between divisions, but suspensions must be served in the division where the card was issued.
Serious offenses (e.g., violent conduct, referee abuse, serious foul play) that lead to a minimum of 3 games suspension by ASA or VMSL:

42-Referee's Responsibilities and Guidelines – VMSL
Assignment & Eligibility
Normally, one referee per game.
Any referee who plays in the VMSL or has a team in the VMSL cannot officiate any game involving players from their own team roster.
Pre-Game Responsibilities
Both teams must provide the referee with printed game sheets.
No handwritten names or altered game sheets will be accepted.
A 10-minute grace period is allowed to present the proper game sheet; otherwise:
Automatic game default.
Game may still be played, but only as an exhibition (score does not count).
Referee must ensure the scoreboard and game clock are in use and updated in real time.
During the Game
Mark all infractions on the game sheet.
Use the scoreboard and clock for real-time updates so both teams are aware of the time and score.
Post-Game Responsibilities
Sign the game sheet.

Purpose
This policy ensures that verbal abuse or negative criticism of referees is treated as seriously as similar behavior toward players. It sets standard sanctions for dissent, intimidation, or physical contact toward referees by players or managers.

Immediate dismissal for:
Offensive, insulting, or abusive language or gestures
Confrontational physical contact with a referee
Caution for:
Disrespect, aggression, or confrontation (including running toward a referee to contest a decision)

Manager & Technical Staff Conduct
The technical area code of conduct will be strictly enforced. Misconduct by managers or their staff will result in disciplinary action.

This policy does not imply referees are always correct.
Referees, like players, make mistakes—especially in higher-level matches.
They require positive support from coaches, players, and spectators to develop in the VMSL.
Zero Tolerance for Abuse
Abuse or criticism of referees—verbal or otherwise—is never acceptable.
Concerns about officiating quality must be addressed through proper channels.
Reporting Concerns
Use the Referee Evaluation Form to submit concerns confidentially to the VMSL discipline directors.
This ensures issues are handled professionally and constructively.
League Suspension Reciprocity
Serious suspensions in VMSL will extend to EDSA and ASA leagues.
Likewise, suspensions from EDSA or ASA will be enforced in VMSL (with official written confirmation).

Players, Coaches, Managers, and team owners are not permitted to question referees' decisions after the game has ended. While referees can be held accountable through VMSL post-game reports and evaluations forms, players, coaches, managers, and team owners directly challenging a referee's decision after the final whistle can face consequences like fines, suspensions, or even ejection from the match.
Once the final whistle is blown, all referee decisions are final.
The referee’s authority extends beyond the last whistle until they have left the field area.
Referees are accountable through official post-game channels such as reports, evaluations, or appeals — not through direct challenges by participants.

47-Laws of the Game (IFAB), specifically addressing misconduct by team officials (coaches, managers, medical staff, etc.) or players in the technical area.

Law Basis
According to IFAB Laws of the Game (Law 12 – Fouls and Misconduct), if a player, substitute, or team official commits an offense and the referee cannot identify the exact person responsible, the referee has authority to sanction the responsible team official instead.
Practical Application
Incident occurs (abuse, misconduct, violent conduct, unsporting behavior).
Referee/assistants cannot identify the individual player (e.g., dissent from the bench, abusive language, off-the-ball incident).
Team refuses to cooperate in identifying the offender.
The sanction is applied to the senior team coach or another team official present in the technical area.
Sanctions
Yellow Card (Caution): For less severe offenses (unsporting behavior, dissent, delaying restart).
Red Card (Send-off): For serious misconduct (abusive language, violent conduct, spitting, etc.).

Prevents a team from “hiding” behind anonymity.

โฝ Bottom line: The senior team coach is ultimately responsible for the conduct of everyone in the technical area, and if misconduct occurs without a clear culprit, the coach takes the punishment.

48-When Approaching Referees.
All interaction with referees should be always limited and kept to 2 meters distancing. Any participant who intentionally breach the 2 meters distance during the game to interact with the referee will be subject to the appropriate discipline action including warnings, blue card, yellow cards, and red cards or ASA discipline as applicable.
58.Slide Tackle Rules:
No slide tackles allowed when an opponent is in the vicinity.
Applies to all players, including goalkeepers (except when they slide to save the ball with their hands).

Deliberate slide tackle: Yellow or red card (severity determined by the referee).
With contact: Direct free kick (or penalty if inside penalty area).

49-Goalkeeper Safety Zone:
The goalkeeper in his or her own 44 x 18 penalty area enjoys the ability to use hands to play the ball. Other privileges are also enjoyed. After a save, six seconds are allowed to put the ball back into play; when the goalkeeper has control of the ball, an opposing player may not touch it or try to kick it. If any part of the goalie is touching the ball, this is generally considered control.

After each game, the referee must sign the game sheet, record goals, and note any required remarks.
Within 48 hours of the game:
Submit an ASA Misconduct Report for each dismissal.
Include game sheets, dismissed individual’s name, and jersey number.
If dismissal was for action against a referee, submit report directly to ASA.
Provide the league with copies of all documentation sent to ASA.

55-Team / Coach/ Manager / Player / Referee Expulsion.
1. Grounds for Expulsion
A member (team, coach, manager, player, or official) can be expelled from the VMSL if:
They materially breach league rules or regulations.
They engage in wrongful conduct that negatively and significantly affects the league.
They willfully and repeatedly commit serious rule violations to the point that it’s no longer practical for the league to continue working with them.
The VMSL has the right to bar (temporarily or permanently) any team, player, or official from scheduled games if, in the league’s judgment, they have:
Violated laws of the game.
Broken league rules, regulations, by-laws, or constitution.
Engaged in misconduct that brings the game or the league into disrepute.
Misconduct includes:
On-field or off-field behavior that is subject to a complaint from a board member, participant, or even a spectator.
Actions or conduct detrimental to the league or damaging to soccer’s reputation.
Any “sufficient cause” that, in the league’s opinion, warrants action in the interests of the association.
The policy allows the league to expel or bar a member without prior notice if the conduct is serious enough.
